Douglas writes to Newcastle to acknowledge Newcastle's earlier "mournful intelligence" on the death of Prince Albert, and to forward a printed notice that asks "the Queen's loving subjects," on Vancouver Island, to go into "decent mourning."
The first of the two documents included in the file is a printed notice, which relates the death of “the Prince Consort” and asks “the Queen's loving subjects” to go into “decent mourning;” the second is a draft reply from Newcastle to Douglas, which acknowledges the receipt of Douglas's despatch and enclosed notice.

The mournful intelligence conveyed to me by Your Grace's Despatch of the 16th December last, of the death of His Royal Highness the Prince Consort, was received in this Colony with feelings of the most unfeigned regret.
2. I considered itbecomingManuscript image becoming upon so melancholy an occasion to make public Your Graces Despatch, and to call upon Her Majesty's loving Subjects to testify their sympathy and sorrow by appearing in mourning. I enclose a copy of the notice I issued, and I need only remark that the warm response made to that call abundantly proves that in no part of Her Majesty's Dominions are to be found Subjects more loyal and attached than in the remote Island of Vancouver.
