I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council of the 21st inst; for leaving to their operation four acts passed by the Legislature of Vancouver Island in the months of October and November 1861 and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
