Sir,
In reply to your letter of the 24th instant enclosing an Act passed
by the Legislature of Vancouver's Island to declare the Law of
Bankruptcy and Insolvency in that Island, for the consideration of
the Lords of the Council, I am directed by the Lord President of the
Council to state for the information of the Duke of Newcastle that
their Lordshipssee
see no objection to the 31st Clause of this Act.

The Act no doubt might be
so referred. But to ask the Commrs to
peruse & consider an Act involving minute details and 172 clauses is
to ask a good deal, especially as there is no reason for referring
this Act which would not apply to all other Acts. I am disposed in
this case to leave the responsibility on the Local Law Officers (where
they are tolerably competent) and wd leave the Act to its operation;
leaving the Local Authies to find out and amend its defects.
