Mr Elliot
As a general rule the Secretary of State or Under Secretary only attest the Signatures of Governors or Officers Administering a Govt. In the present case there can I think be no doubt that the signature attached to this original Document is the hand writing of Mr YoungManuscript image the Colonial Secretary of Van Couver Island. If you agree the usual Certificate can be prepared.
VJ 20 Novr
I annex for comparison an official Return signed by Mr Young.
I have no objection to sign [a] Certificate that the Signature "appears to be" that of Mr Y.
