I have the honor to acknowledge the receipt of your Despatch, Separate, of the 23d July last, reporting the measures which you had taken for creating an Executive Council and a Legislative Council, in place of one council as heretofore, at Vancouver Island, under the authority of the Letters Patent andAdditionalManuscript image Additional Instructions of the 8th October last, enclosed in my Despatch, Separate, of the 14th of April last.
