I have the honor to enclose the copy of a Letter from my Predecessor granting twelve months leave of Absence to Mr W.A.G. Young, Colonial Secretary of Vancouver Island, together with the Treasurer's certificate of the date to which Mr Young has received Salary in this Colony.

Sanction this leave of absence granted by Sir Jas Douglas. See 5469. As Mr Young is one of the old officials, & sees things with the same eyes as Sir J.D. I daresay Govr Kennedy will not altogether regret his absence for a while.

You will observe that Governor Kennedy scrupulously abstains from recommending a confirmation of the leave or from sayingManuscript image anything at all about it, except that he found it already granted by his Predecessor. I suppose that Mr Young will call here and report himself. I confess that it seems to me open to some doubt whether the leave should be at once confirmed for a whole twelvemonth: I should feel rather inclined to ask Governor Kennedy the amount of inconvenience to which it may put him. Sir J. Douglas's conduct has been equally irregular and indelicate, and borders very closely upon a deliberate act of disrespect to his successor; and whatever else be done, I think that no secret of this need be made to Mr Young.
