I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council, of the 9th inst., leaving to their operation three Acts passed, in December and March last, by the Legislature of Vancouver Island; and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
