Sir,
I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council, of the 27th inst, leaving to its operation an Act passed in Vancouver Island in March last, No: 89; and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
