I am directed by Earl Russell to transmit to you, to be laid before His Grace the Duke of Newcastle, a copy of a despatch from Lord Lyons reporting a conversation he had held with Mr Seward on the subject of concluding a Treaty between this country andtheManuscript image the United States for the purpose of settling the question of the Island of San Juan, together with a copy of the instruction addressed to His Lordship by Earl Russell, in reply.
