I have the honor to forward to your Lordship, for transmission to Her Most Gracious Majesty Queen Victoria, a Congratulatory address from the Corporation of the City of Victoria on the Auspicious event of the birth of a Son to their Royal Highnesses the Prince and Princess of Wales, and at the Same time to assure your Lordship that this gratifying intelligence has been received with unmixed joy by all classes of Her Majesty's loyal and devoted Subjects in this remote Quarter of the British Empire.
