We have the honor to enclose a letter from Mr A.E. Kennedy shewing that he assumed and administered the Government of Victoria Vancouvers Island, from 26th to 31st of March last, requesting an issue of his Salary for that period.

I cannot understand how Capn Kennedy has fallen into the error of supposing that his salary as Govr of V.C.I. would be paid here. We have no funds here for the purpose—& on the other hand he has the command of the money box (the proceeds of Crown Lands) in the Colony. In consequence of a private note I recd from him on this subject I have explained to him the state of the case. I made also the same explanation orally to Messrs Cox. But it will be necessary that we shd write an official ansr in the above sense to this Letter, unless to save inconvenience to Govr Kennedy & Messrs Cox you think proper to advise that the Crown Agents advance the necessary sum, & recover the same from the Governor.

I think the most considerate course will be to ascertain privately from the Messrs Cox whether Governor Kennedy has, under his misapprehension on this point, given them directions for the appropriation of the Salary from month to month to any payments in England.Manuscript image If so, it may perhaps be best to make the issue from the Agents General. If not, I should be inclined to prefer simply informing Governor Kennedy of his mistake and leaving him to draw his accumulated salary in the Colony.

I made an enquiry at Messrs Cox and was informed that they had made an advance of Money to Govr Kennedy, but that as his Salary is paid in the Colony they will settle with him separately—and that this letter is all they require.
