Sir,
I have the honour to transmit to you the enclosed copy of a letter from the Foreign Office accompanied by a copy of one from that Office to the Admiralty conveying the opinion of Her Majesty's Government that the regulations for theManuscript image observance of Neutrality between the American belligerents should be strictly enforced within the limits of Vancouver Island.
These regulations have been communicated to your predecessor in various circular despatches from this Office.
