No. 39
29th September 1864
Sir,
I have to acknowledge the receipt of your Despatch of the 30th of July, No. 48, in answer to mine pointing out the objections of Her Majesty's Government to granting exclusive privileges to Telegraph Companies; and I have to inform you that you will act quite rightly in taking the steps you propose with a view to the amendment of the Act passed by the Legislature of Vancouver IslandManuscript image which conferred a monopoly on the Californian State Telegraph Company.
The second Act mentioned in your Despatch for regulating Electric Telegraphs &c &c in Vancouver Island is not transmitted in the proper authenticated form or accompanied by the Report of the Attorney General. I presume I shall receive it shortly in the required form and I shall then proceed to its consideration.
I have the honor to be
Sir,
Your most obedient
humble servant
Edward Cardwell
