Referring to your Despatches Nos 8 and 20 dated 1st and 11th June
1864, I have the honor to transmit the copy of "An Act to repeal a
portion of 'The First Telegraph Act, 1864,'" which will be forwarded
with other Acts at the usual time and in the usual manner.

I have been unable to procure the passing of this Act at an earlier
period.
