Having laid before my Lords Commissioners of the Admiralty your letter of the 7th instant, stating the arrangements which have been entered into by Governor Kennedy with regard to the use and repair of Colonel Forster's [Foster's] Pier in Esquimalt Harbour, I am commanded by my Lords to request that you will inform Mr Secretary CardwellthatManuscript image that they entirely approve of the arrangements made with Col. Forster upon this subject.
