Earl Russell having referred for the consideration of the Law Officers your Letter of the 19th Ultimo and its inclosures respecting the case of the "Maria," I am now directed by His LordshiptoManuscript image to transmit to you, to be laid before Mr Secretary Cardwell, the accompanying Copy of their Report thereupon.

I suppose the best course wd be simply to ackne Gov Kennedy's dph & to state that on fresh consn of the case Mr C saw no reason to doubt that the authorities of Washington were really desirous of assisting the Govt of V.C.I. in enforcing the Law & would have assisted her—if the law of their country had enabled them to do so.
That Mr C—notices with pleasure the courtesy displayed in the letter of the American Govr and the anxiety wh he expresses to meet the reasonable wishes of the V.I. Govt.
I wd send the correspce to the B. of T. with refce to the suggestion that the extraditionManuscript image of ships sailing witht papers shd form a subject of Treaty.
This is a question of Trade not of Colonial Policy.
