Let draft be prepared to the Crown Agents, authorizing them to advance two months salary to Mr Needham at the rate of £1,200 per annum (insert the amount of his full salary whatever that may be[)].
As Mr Cardwell is absent, I will submit the question to him in the draft.
Prepare the draft telling the Govr of the advance.

Mr Needham, the newly appointed Judge in Vancouver Island, has represented that he has no allowance for either passage or outfit, and that he is subjected to heavy demands. I think that it would not be unreasonable under the circumstances to grant him an advance of salary. I recommend an advance equal to two months full salary, but with an explanation that in settling his pay accountManuscript image in the Colony, he can only be credited for half salary during the time of the voyage.
This is urgent as his departure is approaching. Drafts are annexed.
