Sir,
I have the honor to acknowledge the receipt of your Circular dated 23rd November 1865 on the subject of insuring stores which may be shipped by the Crown Agents for the use of this Government and to state in reply that having consulted with my ExecutiveCouncilManuscript image Council I concur with them in the opinion that it would not be expedient to discontinue the practise as regards this Colony.
The great length and duration of voyages from England to this Colony taken in connection with frequent losses render the case of Vancouver Island an exception to most of the other Colonial Dependencies in this respect.
