Henry Arbuthnot was a commissioner of audit for England’s audit office. He is mentioned
in
this despatch, as one of the commissioners involved in sending forms and instructions to
British Columbia to establish a system of accounts for the colony in 1858. As recorded in
this despatch, Arbuthnot was also involved in sending forms that allowed the treasurer of
BC to issue money and defray expenditures. On November 14, 1862, he was mentioned in
this despatch, as one of the commissioners reporting on imperial expenditure on
San Juan Island.
