Howard, James K.
Howard was one of the commissioners of Her Majesty’s Woods, Forrests, [sic] and Land Revenues.1 In 1862, he was responsible for obtaining douglas fir seeds on behalf of the British Government to be planted in the Royal Forests for shipbuilding.2
