J. E. Fitzgerald forwarded John Shillinglaw's pamphlet, as seen in
this despatch, entitled
A Proposal to Form a Company for the Purpose of Working the Coal, and Establishing
a Colony in Vancouver's Island, to the Colonial Office to demonstrate that parties beyond the Hudson's Bay Company
were interested in colonizing
Vancouver Island.
