to enable them to establish a Court of Vice Admiralty in British Columbia.

Enclosed is a draft from Merivale to Romaine transmitting Letters Patent for establishment of the Vice Admiralty Court in British Columbia and requesting commissions be issued to Douglas and Begbie.

My Lords Commissioners of the Admiralty having received a
letter dated the 25th

from Secretary Sir Edward Bulwer Lytton respecting the establishment of a
Court of Vice Admiralty in the Colony of British Columbia, I am commanded
by my Lords to acquaint you for the information of Sir Edward Lytton that
they have this day addressed a Memorial to Her Majesty in Council for the
powers necessary to enable them to establish this Court.
