At the instance of the Earl of Malmesbury1 I transmit to you the copy of a Note from the French Ambassador at this Court stating the circumstances under which the French Government are desirous that Monsr Rousset should be recognised as FrenchManuscript image Consular Agent at Victoria, Vancouver's Island.
As I am not aware of any objection to this Gentleman's appointment I have to instruct you to recognize Monsr Rousset in the above capacity on his arrival in the Colony.
