At the instance of the Earl of Malmesbury I transmit to you the copy of a note from the French Ambassador at this Court stating the circumstances under which the French Government are desirous that Monsr. Rousset should be recognized as French Consular Agent atManuscript image Victoria, Vancouver's Island.
As I am not aware of any objection to this Gentleman's appointment I have to instruct you to recognize Monsr Rousset in the above capacity on his arrival in the Colony.
