Lytton transfers to Douglas a report from the Foreign Office that “certain persons engaged in a system of crimping sailors” have headed to the Fraser River.

I transmit to you herewith for your information the copy of a letter which I have received from the Foreign Office, stating that certain persons engaged in a system of crimping sailors are believed to have proceeded to the Frazers River from Callao. 1
