I have the honor to forward to you herewith for your approval and confirmation a Return of the provisional appointments I have made to offices which there was an absolute necessity for establishing in British Columbia, between the 1st January and 30th June 1859.

These appointments will require the Sanction of the Treasury?
This is the first collective report we have received from Governor Douglas of the salaries & offices created by him, and it begins from 1 Jany last only. It would be desirable to instruct the Governor to send a Manuscript imagereturn of all the appointments he has created since the Colony was founded, and to request him to send a quarterly return of new appointments for the future as is done from other Crown Colonies? The blank form might be sent for his guidance.
The holders of 5 of the offices in the annexed list appear to have received letters of introduction from this Departt and the salaries of all are moderate. Recommend them for the sanction of the Treasury?

The salaries are "moderate" no doubt, but the aggregate is £3000. I cannot imagine that all these new places are necessary at a moment when the efflux of population is great and constant. The Parliamentary Estimate for next year will be enormous and the displeasure of the H: of Coms will be very great. This increasing expenditure must be checked.
