Hammond forwards documents reporting on the “discourteous and intemperate behaviour” of Special Agent Nugent.
The mInutes understand that Nugent has been recalled but forward the document and enclosures to the Foreign Office for
information.
Enclosed is Merivale to Hammond forwarding previous despatch and enclosures from Douglas regarding Nugent; Napier to Malmesbury reporting the actions of Nugent; Douglas to Napier forwarding his correspondence with Nugent with explanation; and newspaper extracts (not photographed).
I am directed by the Earl of Malmesbury to transmit to
you, to be laid before Secretary Sir E.B. Lytton, copies
of a Despatch and its enclosures from Her Majesty's Minister
at Washington reporting the discourteous and intemperate
behaviour of Mr Nugent, the Special Agent of the United States in British Columbia, before his departure for Washington.
It appears from them that Mr Nugent has been recalled,
his commission having "expired." I should think it was
now only necessary to send 552 to the For. Office for
"information" and with reference to this letter.
