I am directed by the Earl of Malmesbury to transmit to you, for the information of Secretary Sir E. Bulwer Lytton, a copy of a despatch from Her Majesty's Minister at Washington, reporting a conversation with General Cass relative to Mr Nugent, the late Agent of the United States in British Columbia, and inclosingManuscript imageinclosing a copy of a memorandum which he had unofficially placed in General Cass' hands respecting the rights of foreign Miners as laid down by the State Legislation of California.
