Abstract
Despatch to London. Minutes (4), Enclosures (untranscribed) (2).
Douglas writes to Newcastle to transmit four proclamations, which are entitled as follows: "The Pilotage Act," "The Roman Catholic Land Act," "The Pre-emption Purchase Act," and "The Fireman's Protection Act." In addition, Douglas notes his enclosure of an report on the same acts from the Attorney General.
The minutes ask that Rogers be forwarded the proclamations and that “No. 6” be referred to the Land Board, and that the others be sanctioned.
The copies of Douglas's proclamations are missing from the file; the remaining document is Cary's letter to the Colonial Secretary, which reports favourably on the proclamations included in Douglas's despatch.

I have the honor of transmitting to Your Grace herewith, Four Proclamations which have lately come into force in the Colony of British Columbia, entitledasManuscript image as follows: 1. The Pilotage Act 1861.
2. The Roman Catholic Land Act 1861.
3. The Pre-emption Purchase Act 1861.
4. The Fireman's Protection Act 1861.
I have also the honor of enclosing the accompanying Report from the Attorney General explaining very clearly the nature and object of those Acts, with which I submit them forHerManuscript image Her Majesty's approval.
