I have the honor to transmit to you a copy of a letter from Mr. Robert Holloway dated New Westminster, 30th of November, and to request that you will furnish me with a report upon the allegations contained in it.
You will also acquaint the Writer, by my desire,thatManuscript image that established rules require that representations to the Secretary of State should be forwarded through the Governor, and that if he had taken this course I should have been in a position by this time to give a decision on his case but that as he has sent his letter direct without affording an opportunity for the Governor to add any requisite explanation, it has become necessarytoManuscript image to refer his letter back to the Colony for report.
