I am directed by Lord Stanley to transmit to you a copy of a despatch from Her Majesty's Minister at Washington, forwarding a note from the United States Government relative to the promotion of the officer in Command of the United States troops in San Juan to the rank of Major; and I am to request that you will move His Grace the Duke ofBuckinghamManuscript image Buckingham to inform Lord Stanley whether he is of opinion that any objection should be taken to the officer in question retaining his command.

No objection can be made. If any harm in the Superior rank, the only thing to do would be for us to put a Major there, or the Captain should have Brevet rank.
