Sir,
I am directed by Lord Stanley to transmit to you a copy of a
despatch from Her Majesty's Minister at Washington, forwarding a
note from the United States Government relative to the promotion
of the officer in Command of the United States troops in San
Juan to the rank of Major; and I am to request that you will
move His Grace the Duke ofBuckingham

the only thing to do would be for us to put a Major there, or
the Captain should have Brevet rank.

promotion of Captain Allen and stating that he sees no
objection, with enclosures.
Thornton to Hunter, 3 August 1868, advising the matter had been
referred to Lord Stanley and stating that, in the meantime, no
objection could be seen "provided the rank and file be not
augmented beyond the number agreed upon."
