Sir,
I have the honor to acknowledge the receipt of your Despatch No. 11 of the 2nd February relative to the Amendment of the Ordinance No. 18 of 1867 "to amend the Duties of Customs."
You are correct in supposing that my Predecessors Despatch did not cover the ReportofManuscript image of the Commissioner of Customs which it purported to enclose.
I now transmit to you a Copy of the report in which objections were stated to sections 4 and 8 of the Ordinance in question. Although I concur in those objections and think them worthy of consideration I leave to you to exercise your own discretion as to opening any discussion upon them by suggesting amendments in the Ordinance.
