Addington sends to Merivale, for the information of Grey, a copy of a despatch from Adams, that gives the reason as to why Adams has yet to process British emigrants to Vancouver Island.
The first enclosure is Adams's letter to Palmerston that argues that more details and directions are required from the HBC before he
can promote Vancouver Island as a settlement; the second is a draft letter from the Colonial Office to Pelly that explains the same.
With reference to your letter of the 7th of April last,
I am
directed by Viscount Palmerston to transmit to you, for the information
of Earl Grey, the
accompanying Copy of a Despatch from Mr Adams, Her Majesty's Chargé d'Affaires in Peru, stating the reason why he has not been
yet able to afford to British Subjects wishing to settle in
Vancouver's Island,

Hudson's Bay Company, he would be unable to promote settlement to Vancouver Island in the manner agreed upon.
