My Lord Duke,
I have the honor to acknowledge the receipt, on the 16th Inst, of your Circular Despatch of the 19th April last, transmitting for my information copies of the Queen's Declarations, Proclamations and Orders in Council, with reference to the commencement of hostilities against the Emperor of all the Russias, and I beg to inform your Grace that the same have been filed with the public records of this Colony.
