I would most respectfully submit for your polite consideration the question of the transport of Her Majesty's Mails from San Francisco, California, to Victoria Vancouver's Island, and from thence to Fort Hope on the Fraser's River, New Caledonia.
Some gentlemen who are in conjunction with me will engage to lay on large British built Steamers to carry the bimonthly mails, which shall arrive and depart from her Majesty's Colonies of New Caledonia, and Vancouver, in time to receive from, and deliver to, the bimonthly Mails, arriving at, and departing from San Francisco, via Panama; and would enter into a contractwithManuscript image with Her Majesty's Post Master General for that service for a term of years, should Her Majesty's Government think proper, and would be willing also at a future time, to make arrangements for the further distribution of the Postal communication in these new Colonies.
