I am very reluctant to add another to the applications wh no doubt [hit?] you on all sides, but I cannot refuse the request of my friend Captn Allen that I will lay the enclosed papers beforeManuscript image you, especially as the parties concerned appear to deserve your consideration on account of public [service?] & possibly an appointment in Vancouver's Island [would] not be a very common object of ambition.
Anyhow, you will, I feel sure, kindly pardon my troubling you so far [as] to transmit the papersManuscript image for your perusal.
