I am directed by the Earl of Malmesbury to transmit to you, to be laid before Secretary Sir E.B. Lytton, a copy of a despatch from Lord Lyons, inclosing a copy of a Note which, in accordance with Lord Malmesbury's instructions as communicated to you in my letter of the 25th of April, he has addressed to General Cass respectingManuscript imagerespecting the encroachments of American Citizens on the Island of San Juan.
