I am directed by Lord John Russell to transmit to you, for the information of His Grace The Duke of Newcastle, a copy of a despatch from Her Majesty's Minister at Washington, reporting the return of General Scott to New York, and the conversation which Her Majesty's Minister had hadManuscript imagehad with General Cass respecting the hesitation shown by Governor Douglas to accept the terms offered by General Scott for the joint military occupation of San Juan.
