I transmit to you herewith for your information the Copy of a Despatch from Her Majesty's Minister at Washington, reporting a conversation with General Cass relative to Mr Nugent the late Agent of the United States in British Columbia, and enclosing a Copy of a Memorandum which he had unofficially placed in General Cass' hands respecting the rights of Foreign Miners as laid down by the State Legislation of California.
