With reference to my despatch No. 42 of the 2nd of April, I have the satisfaction to transmitManuscript imagetransmit to you the copy of a despatch from Her Majesty's Minister at Washington with it's enclosure from the American Secretary of State, reporting that provision has been made by Congress for the payment of the advance, with interest, made by you to the Authorities of Washington Territory.
