Carnarvon forwards to Douglas a copy of a despatch from “Her Majesty's Minister at Washington,” which reports on negotiations “to procure the admission of British Shipping to the coasting trade of the United States.”

I transmit to you herewith for your information the copy of a despatch from Her Majesty's Minister at Washington reporting the result of a negociation which has been initiated by Her Majesty's Government with a view to procure the admission of British Shipping to the coasting trade of the United States.
