I am directed by Lord John Russell to transmit to you, to be laid before His Grace the Duke of Newcastle, a copy of a Despatch from Lord Lyons, Her Majesty's Minister at Washington, reporting his having informed General Cass thatManuscript imagethat Her Majesty's Government were satisfied with the provisional arrangement in regard to San Juan entered into by General Scott.

It will be seen from the enclosure that marines are to occupy San Juan. This will make it necessary to alter in some measure the recent draft, which has been prepared to the War Office—wherein it was rather assumed that Engineers might be called upon to fulfil the San Juan duty.
