I have the honor to acknowledge the receipt of your despatch marked Secret of the 16th January last, indicating the course which Her Majesty's Government wish should be pursuedinManuscript image in regard to persons or shipping belonging to any of the States which may have seceded from the federation of the United States of North America, should any such come within the limits of my Government, and I beg to assure your Grace that your instructions in this particular shall bemostManuscript image most carefully attended to.
