I have the honor to transmit to you herewith a copy of a despatch from Her Majesty's Minister at Washington respecting a report of the intended withdrawal of the United States Troops now stationed on San Juan, and I have to instruct you that the British Detachment should be retained on the Island whether the Americans are withdrawn or not.
