With reference to my despatch No. 85 of the 7th of February last I have the honor to acquaint you that I have received from Messrs. Duncan and Dewar a further application in behalf of Mr. Copland who does not appear to have been enabled to resume legal practice in Vancouver IslandeitherManuscript image either, as suggested in my despatch, by a Rule of Court admitting him or providing for his admission to practice or by an Act of the Legislature, and I shall be glad to learn why neither of these courses have been adopted.
