I have the honor to transmit to you for your information the accompanying copy of a Despatch from Her Majesty's Minister at Washington to Earl Russell reporting Mr. Seward's assurance that there is not the slightest foundation in the rumour that theUnitedManuscript image United States were making military preparations in California menacing the neighbouring British Possessions.
