I have the honor to transmit a copy of my opening address to the
Legislature of this Colony on the 20th instant.
It will explain the motives which have induced me to convene the
Legislature at an earlier period than I had intended.
I will keep you informed of
the the proceedings of the Legislative
Assembly in reference to the Crown Lands and Civil List by each Mail.
