Sir,
In Governor Kennedy's despatch (a copy of which was transmitted with your letter of the 23rd Ulto) a reference is made to the conduct of the officers of the Company at Victoria, and especially to Mr Finlayson & Mr Dallas.
I thought it right to place the papers in the hands of the latter gentleman who desires to submit for the consideration of the Rt. Honble the Secretary of State the explanations contained in the enclosed memorandum.

Mr Cardwell has signified to the Governor that his explanation of the complaint preferred against him by the Hudson's Bay Co on acct of certain steps he had taken for preventing encroachments on the public park of Victoria was satisfactory. The case is, therefore, closed, & I do not think that it will do any good to put him in possession of Mr Dallas' Letter. If it is sent to him I shd accompany itManuscript image with the statement that Mr Cardwell only forwards it for the Govr's infn & will not trouble him for any remarks upon its contents.

I do not think that we can quite pass by Mr Dallas's letter without making it in some shape known to those concerned. As a first step I would suggest that with reference to the Emigration Comrs letter of the 16h ulto, we send them for their consideration a copy of the despatch to Governor Kennedy of 21 March and of our letter to Sir E. Head, and the present answer (& that we suspend our reply to the Company).
