alluding to a report
sent by
Captain Richards to the Lords Commissioners of
the
Admiralty, and suggesting
the the appointment of Gold
Commissioners with the powers of Magistrates, and the
establishment of a Police Force at the diggings.
It was highly satisfactory to learn that in respect
to those measures, I had only anticipated your wishes and
I may add that with respect to the
Hudson's Bay Company,
they no longer possess rights or enjoy any privilege that
is not equally shared by all Her Majesty's subjects in those Colonies.
