Despatch from London.
Without a Great Seal completed for the government of BC, Lytton forwards a small seal, bearing the Royal Arms, for Douglas to seal the public documents until the large one is supplied.

Sir,
It having been found impossible to complete the Great Seal now in preparation for the Government of British Columbia in time to be forwarded to you by the present Mail, I forward herewith a small seal, bearing the Royal Arms, which you will use for sealing the public Documents of your Government until the larger Seal can be supplied to you.
